Datascientist zorgt voor continuïteit in de dienstverlening
Waar voorheen de salesmedewerker heer en meester in was, is het tegenwoordig de datascientist die zorgt voor continuïteit in de dienstverlening.
Een kenmerkende en veelbesproken rol in het veld van BigData Analytics is de rol van de datascientist, de expert op het snijvlak van business- en data-analyse. De datascientist is iemand die weet welke businessproblematiek er speelt, en bovendien in staat is om er samen met programmeurs en analisten oplossingen voor te realiseren. De datascientist weet verschillende databronnen te combineren, te analyseren en, waar nodig, te verrijken om er uiteindelijk de gevraagde informatie uit te halen. Daarbij gaat hij geavanceerde technieken, op het gebied van machine learning of op
het vlak van grote hoeveelheden getallen (number crunching), niet uit de weg. De datascientist biedt dankzij zijn communicatieve brugfunctie tussen businessanalisten, statistici en
technische experts businesswaarde voor veel organisaties. Bovendien is de datascientist van toenemende waarde op het gebied van sales en acquisitie. Projecten worden tegenwoordig namelijk niet langer alleen door salesvertegenwoordigers binnengehaald. Het zijn steeds vaker de inhoudelijk betrokken medewerkers die voor continuïteit in de business zorgen. Daarbij worden ze gefaciliteerd
door het sales- en accountmanagement.
Een mogelijke oorzaak voor deze verschuiving is de trend van communityvorming: kennisdeling vindt niet langer plaats vanuit een enkele organisatie, maar juist in netwerken bestaande uit individuen die zich organiseren rond een gemeenschappelijke expertise of kennis. Naast technische kennisdeling wordt in dit soort communities tevens het businessnetwerk onderhouden. Hierdoor hebben de inhoudelijke experts samen met hun eigen klantrelaties en -ervaring vaak meer invloed op vervolgopdrachten dan de louter met factsheets bewapende salescollega’s.
Overigens heeft de trend van communities zich de afgelopen jaren flink doorgezet. De invloed is nu ook op strategisch bedrijfsniveau waarneembaar: vroeger bepaalde het bedrijf, de organisatie of het instituut zelf zijn koers en richting, tegenwoordig ligt die invloed meer en meer bij individuele werknemers. Ervaring leert dat jonge mensen, bijvoorbeeld schoolverlaters, zich steeds minder laten beïnvloeden door een organisatie pur sang, zij laten zich beïnvloeden op een indirecte manier: alleen als een organisatie ergens voor staat, een community omarmt of zich specialiseert in een bepaald domein dat aansluit bij de interesse en expertise van de werknemer, dan is er interesse van de werknemer om er te werken. Op een dergelijke wijze manifesteert de invloed van communities zich, via de werknemers, op de strategie van individuele bedrijven.

Over ComProNet
Community Prototection Network (ComProNet) is een concept waarbij burgers en professionele dienstverleners (bijv. de Politie) samenwerken bij het oplossen van incidenten. Zij vormen zgn. ad-hoc groepen en maken gebruik van het ComProNet systeem waarmee zij informatie rondom het incident (of mogelijke incidenten) kunnen uitwisselen. Het systeem maakt gebruik van mobile applicaties, technische sensoren en sociale media.
ComProNet is gericht op:
-verhogen van shared situational awareness rondom incidenten;
-faciliteren burgerparticipatie;
-verhogen van burgerweerbaarheid;
-verhoging heterdaadkracht.
Het concept is reeds getoetst in vier pilots in Groningen (2), Assen (1) en Schiphol Airport.
Het systeem tijdens de pilots maakte gebruik van een app (iOS en Android) waarmee deelnemers een incident konden melden en informatie konden uitwisselen met andere deelnemers over incidenten. Een complex event processing (CEP) engine uitgerust met een redeneermechanisme droeg zorg voor het managen van incidenten en verspreidde informatie naar de relevante deelnemers.
Het ComProNet systeem integreert automatische verwerking van data en informatie om de reactie van participanten ten opzichte van een incident te versnellen en de omgevingsbewustheid van de participanten te verhogen (situational awareness)
Shared situational awareness is het concept van een gedeelde waarneming van incidenten tussen burgers en professionele hulpverleners. Deze gedeelde waarneming ligt ten grondslag aan het concept van burgerparticipatie waarin burgers hulp verlenen bij incidenten, samen met de professionele hulpverleners. Het creëren van shared situational awareness en burgerparticipatie leiden voor de burger tot het verhogen van burgerweerbaarheid en voor een politieorganisatie tot het verhogen van heterdaadkracht, het verrichten van aanhoudingen op heterdaad.
De ontwikkeling van ComProNet, die nationaal en internationaal met grote belangstelling wordt gevolgd, kan leiden tot het inrichten van een nationaal (mogelijk globaal) systeem voor een veilige woonomgeving.

Coursera course 'Algorithms Design and Analysis II'
Two weeks ago I decided to follow Stanfords online course ‘Algorithms
Design and Analysis II’ https://www.coursera.org/course/algo2
An intensive course during six weeks in the field of
mathematical computer science.
It is about fundamental principles of advanced algorithm
design: greedy algorithms and applications; dynamic programming and
applications; NP-completeness and what it means for the algorithm designer; the
design and analysis of heuristics; and more.
A few pretty good reasons to do this course are
1) it is mind-sharpening
exercise when you wrestle with this matter. Sometimes it is really puzzling,
2)
it contains basic knowledge for people who are working in the field of data science
and
3) its one nice to see and learn about some remarkable points in the history
of computer science.
There is however also a reason not to follow this course...
time. Personnaly I thought that it would take me two evenings a week. I experienced
it took a few bits more this week...But, I finished the first set of assignments:About ordering tasks in a time schedule, and about “Prim’s Minimum Spanning Tree (MST)” algorithm, a way to find cheapest paths in a graph where each point is touched once. Prim’s algorithm is an up-beat towards a more distributed algorithm, Kruskal’s algorithm. MST’s are used in planning and for clustering data.
The “hurray-getting-a-good-score –feeling” on the assignments
gave me a huge motivation to start with the second weeks lectures.
The MST problem was re-visited in context of another
beautiful algorithm: Kruskal’s algorithm. The beauty of this algorithm comes together
with the application of a special data structure called ‘union-find’. I agree
with one of the professors first remarks: The combination of both, the
algorithm with the data structure indeed forms a mark on the wall of historical
elements that a computer scientists should know.
Huffman’s algorithm was also treated. This algorithm is commonly
used for compression purposes such as for example in MP3 music. I needed to
read some more background on the web in order to solve the assignment problems.
The assignment problems took me way too much time. In total almost two days including a fair amount of attempts after midnight... Yesterday evening I decided to to stop working on these problems. Although I very much like to do these things, in general the activities take me too much time. Other obliquities, daily work and an active participation in my own family life withhold me from having so much focus on the puzzles.
I decided to continue following the course, but only in watching
the lectures and learn the historically marked, important to know algorithms.
For sure, I know that puzzling with them is the only way to get a masters’
degree, though there is also such a thing as priority.

Successful caught-in-the-act using ComProNet
Since 1.5 years, I am part of a splendid team that works on the concept of 'ComProNet', an innovative project that is done in co-creation with the Dutch Police.
Today we had a successful caught in the act thanks to ComProNet as it runs in the shopping area of Assen.

ComProNet (Community Protect Network) is a concept that allows citizens and professional first responders to collaborate around (possible) incidents. When an incident occurs, they form an ad-hoc community and inform each other by sharing messages and pictures. The underlying system is now in pilot-phase, and is being tested in the cities Groningen and Assen and in the shopping area of Schiphol airport.
Participants of the pilots use a mobile application allowing them to give alerts and receive information about incidents that are occuring within their actual location.When relevant, twitter messages that are related to the incident are also included in the dialogue.

Assen - De politie heeft vrijdagmiddag aan het Mercuriusplein een 38-jarige man zonder vaste woon of verblijfplaats aangehouden op verdenking van winkeldiefstal. De man stal twee flesjes parfum uit de winkel en nam de benen. Een volger van Compronet waarschuwde via de daarvoor bestemde app op zijn telefoon medevolgers die vervolgens de man konden aanhouden. Hij werd overgedragen aan de politie die hem overbracht naar het politie bureau. Daar werd tegen de verdachte proces-verbaal opgemaakt. De parfum werd in beslag genomen.
App moet helpen bij grotere pakkans verdachten
De Drentse politie draait een pilot om de pakkans van verdachten te vergroten. In de proef maken zowel ondernemers en burgers als Regiopolitie Drenthe en Stadstoezicht van de gemeente Assen gebruik van een nieuw ontwikkelde app.
Hoe werkt het?
De app is op smartphones van alle gebruikers geplaatst. Zodra een burger of een ondernemer een verdachte of een heterdaadsituatie constateren, kunnen zij snel via de app een melding aanmaken. Ook kan een foto van de verdachte worden gemaakt en bij de melding worden gevoegd. De melding komt direct terecht bij politieagenten en/of medewerkers van Stadstoezicht die speciaal zijn vrijgemaakt voor deze proef. Zo kunnen heterdaadsituaties, zoals dealen, winkel- of fietsdiefstallen, bedelen en vervelende dronken personen, worden doorgegeven.
Ergernis
'Op deze manier willen wij samen met burgers en ondernemers werken aan een veilige omgeving. Met behulp van een mooie app kunnen we nog sneller en effectiever reageren op meldingen. De pakkans van verdachten wordt zo vergroot. Juist kleinere delicten als fiets- en winkeldiefstal zijn een grote ergernis bij ondernemers en burgers. De politie en gemeente hopen dat het aantal aanmeldingen tijdens de proef zal stijgen.
Compronet
De pilot is onderdeel van het project Community Protection Network (Compronet). Burgers worden actief betrokken bij het melden, vaststellen en afhandelen van incidenten en verstoringen van de openbare orde. Compronet maakt gebruik van slim ontwikkelde software om meldingen van incidenten en aanvullende informatie te ontvangen, te verwerken en acties uit te zetten. Met dit project hoopt de politie de heterdaadkracht bij misdrijven, overtredingen en hulpverlening te vergroten.

Organic Apps
Today, at project ComProNet, we talked about new functionality in our mobile apps. (ComProNet currently uses a mobile app used by citizens and professionals/first responders).
During the discussion about future requirements, I coined the name 'Organic App', which might be helping us to get more flexibility in our needs. The idea is that next versions of our mobile apps might get more tightly bound to location and situation. As the (personalized) application on the phone goes along with the user, it might change its behaviour and appearance. In other words, It automatically reconfigues itself along with the environmental needs.
I searched for the term 'organic app' but I only came accross apps that serve recipes for a heathy way living. Maybe the term 'Organic app' from now on might lead to new ways in which mobile equipment facilitates our living.
